Our organisation
Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).
The Plans Directorate is responsible for the development and production of all Concept of Operations (CONOPS) and Operations Plans (OPLANs) within its Area of Responsibility and providing the interface between NCS and NFS.
The J5 Division develops/revises Concept of Operations (CONOPS) / Operations Plans (OPLANs), leads Joint Operations Planning Groups (JOPGs), coordinates planning with strategic and tactical levels, manages liaising, reviews/implements policies/ concepts and provides planning support for Training & Exercises (TREX).
The Planning Support and Coordination Branch facilitates Operations Planning Process (OPP) by providing systemic analysis capability, revises/coordinates SOPs/SOIs guiding long-/mid-term planning, manages the Hand-Over/Take-Over (HOTO)-process beyond OPP, assesses Lessons Learned (LL) with reference to OPP, manages JFC/JTF Liaising/CFIT functions, manages TOPFAS, and coordinates OPP-support for Training & Exercise (TREX) support.
With focus on Information Management and the management of Operational Data, the incumbent undertakes work as part of a project team or working group as directed or assigned. Incumbent acts as Joint planner / Wargame Manager in Maximum Level of Effort (MLE)-Planning Team when established.
The main duties of Staff Officer (Wargaming SPT & OPS Data) are:
· Undertake work as part of a project team or working group as directed or assigned.
· Serve as Integral member of the Joint Operational Planning Group (JOPG) with knowledge and understanding of all phases of the COPD.
· Lead as expert and manager of preparing and conducting (JOPG) wargames, experiments and simulations and recording the results.
· Select, acquire, understand and apply the tools for manual or computer assisted simulation and analysis.
· Serve as PLANS expert for supporting the development and implementation of NATO’s Next Generation of Modelling and Simulation Capability.
· Develop models and simulations that enables operations research, wargaming and analytical studies in support of data driven decision making during planning, execution and assessment of joint operations
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
Required Qualifications are:
Ø English – good – NATO Standard Language Proficiency 33…
(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Ø University Degree or equivalent in related discipline.
Ø Professional experience as operational planner in an international organization.
Ø Minimum 3 years professional experience in programme and/or project management.
Ø Minimum 2 years professional experience applying models and simulations.
Ø Professional experience in data management.
Desirable Qualifications are:
Ø Experience working with TOPFAS OPT
Ø Experience working directly with senior (military) leadership.
Ø Instructional / lecturing / briefing experience.
Ø Completion of for this position relevant courses / training.
The successful candidate possesses following personal attributes:

The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant, is required to determine if the recommended candidate is fit to perform the duties, and is deployable to NATO's areas of operation.
This requirement is in support of the NATO 2030 agenda.
The successful candidate will be offered a 3 years definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable.
For serving NATO international Civilians: contract will be offered in accordance with the NATO Civilian Personnel Regulations and the additional Nations’ guidance (MCM-0061-2023 for NATO 2030 Project Linked NICs). The selected staff member will get a definite duration contract regardless of the current contract, with the exception of the case when they have more than 10 years of service, in which case they will receive an indefinite duration contract.
